Carbon in `H _(2) CO_(2)` is `sp ^(2)` hybridized and have following structure.

The dipole moment of two O bonds is not equal to that of C =O bond and hence `H _(2)CO_(3)` has a resultant dipole moment and thus it is a polar molecule.
