In `CO_3^(2-)` is present in its higher oxidation state ie,+4 state, so its further oxidation is not possible, it only undergoes reduction.
Acidified `KMnO_4` is a strong oxidising agent, but it cannot oxidise `CO_3^(2-)` . Hence, it will not be decolourised by `CO_3^(2-)`.
