Why does the cord of an electric heater not glow while the heating element does?

According to the Joule.s law of heating effect, `H = I^(2)Rt, Hprop R`. Because, the resistance of heating element is very high, more heat is developed. Hence it glows. But the cord has very low resistance, so it does not glow.
