Explanation

As, the truck is carrying inflammable materials, there is a chance of charging the materials due to friction between body of truck and materials or between air and materials. So, a metallic chain is hanging from the truck and is dragged to the ground, so as to pass the charges (electrons) to the ground. Thus, it prevents from fire.
