Why is it advised to tie any luggage kept on the roof of the bus with a rope ?

The motion of a moving bus is not uniform. The speed varies. If brakes are applied suddenly or if the bus takes a sharp turn, the luggage will resist any change in its state of rest or motion due to inertia. This causes the luggage to fall sideways, forward or backward. The luggage is tied with the rope to avoid its fall.
