If a balloon filled with air and its mouth untied, is released with its mouth in the downward direction, it moves upwards.

According to third law of motion, to every action, there is an equal and opposite reaction. The air comes out of the balloon in downward direction. At the same time the escaping air exert an equal and opposite force of reaction on the balloon in the upward direction. So, the balloon moves upwards.
