`g=(GM)/(R^(2))` where G is the universal constant, M is mass of planet or satellite and R is radius of planet or satellite. The mass and radius of different planets and satellites are different, so their respective values of g are also different. The density of different places on the earth is not same, so there is minor difference in the value of g from place to place on the earth. Thus, the value of g changes, so it is neither universal nor constant.
