A bucket full of water appears heavier when is brought outside water.

When a bucket is immersed in water. the buoynt force of water act upon it in upward direction. Due to this reason there is an apparent loss weight and it is easy to pull up. As soon as the bucket comes on water buoyant force is absent, so the bucket is felt hevaier.
