Because the wound spring possesses (elastic) potential energy due to its configuration. When spring unwinds, its potential energy is converted into kinetic energy which makes the hands of clock rotate. When spring totally unwinds, the potential energy becomes zero. To keep the clock going on, one has to wind the spring again.
