(a and b) Erythropoiesis starts earliest in yolk sac which is not given in the options. After that both options (a) Liver and (b) Spleen are correct .

"Production of Red Blood Cells- In the early few weeks of embryonic life, RBC are produced in the yolk sac. During the middle trimester of gestation, liver is the main organ, although a reasonable number of RBCs are produced in the Spleen and Lymph nodes. Then during the last month or so of gestation and after birth, RBCs are produced exclusively in the Bone marrow."
