In this reaction, Neopentyl bromide forms a 1o-carbocation on ionization which rearranges by 1, 2-alkyl shift to give tert-carbocation.

In the second step, tert-carbocation is attacked by `C_2H_5OH` which is a nucleophile. In the process, it loses a proton to give an ether.
