Water has high specific heat capacity, and hence can absorb large amount of heat form the seat, therefore, the seat cools down rapidly. Moreover, the water poured on the seat takes large amount of heat from the seat and vaporizes. During vaporiza tion it extracts large amount of heat as it has high latent heat of vaporization (540 cal/g). Therefore, the seat gets cooled down instantly.
