Why is ICl more reactive than `I_(2)`?

I-Cl bond in ICl is weaker than I-I bond in `I_(2)`. Consequently, ICI breaks casily to form halogen atom which readily undergoes the reactions, hence, ICl is more reactive than `I_(2)`.
