Why does a phonograph record attract dust particles just after it is cleaned?

When the phonograph is called with a dry cloth, it gets charged due to friction. Thus , the dust particle suspended in the air surrounding the charged record gets induced with an opposite charge. Hence , the record attracts the dust particle.
