Is it possible to have relative permittivity less than one ?

We have that relative permittivity `= in_(r) = (F_("air"))/(F_("medium"))`
Because `F_("air") gt F_("medium")`
So `(F_("air"))/(F_("medium"))` is greater than 1 and hence `in_r` , always greater than one.
