Vehicles carrying inflammable materials usually have metallic ropes touching the ground during motion. Why?

Body of the vehicle gets charged due to friction with air. It may prove hazardous to the vehicle carrying inflammable materials in case of large accumulation of charge on it.s body. But it does not happen because charge accumulating on the body of the vehicles flows to the ground through metallic chains.
