Can one have inductance without a resistance ? How about a resistance without an inductance?

No, we can not have inductance without resistance. An inductor consists of a conducting wire wound in the forin of a coil. The conducting wire must possess some ohmic resistance. Each turn of the coil has some capacitance also.
So. a real inductor is equivalent to a LCR circuit.
