Why the core of a transformer made of a magnetic material of high permeability?

When the core of a transformer is made of a magnetic material of high permeability then almost whole of magnetic flux will be linked with the core. It implies that the magnetic flux linked with primary coil is equal to the magnetic flux linked with the secondary coil. Hence, the loss of energy due to leakage of magnetic flux is reduced considerably.
