The sun is near the horizon at the time of sunset or sunrise. So sunlight has to travel through pure thickened atmosphere. As a result all the colours undergo large scattering as compared to red colour i.e. red colour scatters least. Hence the sun appears reddish at the time of sunset or sunrise.
