There are very strong attractive nuclear forces among nucleons i.e., between proton- proton, neutron-neutron and proton-neutron. These strong, attractive nuclear forces are sufficient to overcome the electrostatic force of repulsion between protons. As a result, all the protons in an atom remain packed in a small nucleus inspite of electrostatic repulsive forces, among them.
