Electron withdrawing group (EWG) i.e.-I effect $bilizes the carboxylate ion by dispersing,the negative charge and hence increases the acidity of carboxylic acid: Now as Fis more electronegative than Cl so it has more tendency of electron attracting. That.s why fluoroacetic acid is stronger acid than.chloroacetic acid. As greater is number of the electronagtive·atoms, greater is dispersion of negative change.
