Yes, a body can be at rest as well as in motion at the same time. It means, an object which is at res w.rt. one object may be in motion w.rt, another object, For example: A boy sitting in a moving bus is at rest w.r.t. other boy-sitting in the same bus, bu at the same time he is in motion w.rt. a boy standing on the road side. Relation between rest and motion : Relation between rest and motion can be illustrated with a example. Suppose a passenger sitting in a moving bus. Then he is in state of rest w.r.l. fellow passenger and in motion w.rt. objects outside the train. Thus rest and motion are related to each other.
