During the secondary treatment of the primary effluent how does the significant decrease in BOD occur ?

During secondary treatment, primary effluent is passed into large aeration tanks for mechanical agitation. Also air is passed which allows growth of aerobic microbes into flocs. These microbes use major part of organic matter in effluent. This reduces biochemical oxygen demand of effluent.
