Why is atomic number always calculated from the number of protons in the nucleus and not from the number of electrons present in the extra nuclear part?

When atoms change into ions, the number of electrons changes but number of protons remains the same. Hence, atomic number is always calculated from the number of protons present in the nucleus and not from the number of electrons.
