`CIO^(-)` is iso-electronic with CIF (Displace O-with F-bond have 9 electrons each.) Both and `CIO^(-)` have 26 electrons each, CIF is a lewis base as CI atom can accept a pair of electrons and expand its octet. It is due to presence of vacent d-subshell in the valence shell of chlorine.
