According to definition of transition elements are those elements in which incompletely filled d-subshell in the ground state, they show many oxidation state.
Cu has electronic configuration : `[Ar] 3 d^(10) 4s^(1)`

As `Cu^(2+)` has partly filled d-orbitals, it is transition metal.
