Why does `NH_3` form hydrogen bond but `PH_3` does not?

Hydrogen bond is formed only between the hydrogen and most electronegative elements such as F, O or N. `NH_3` contains electronegative element N but `PH_3` does not contain any electronegative element. Therefore, `PH_3` does not form hydrogen bond.
