Ethics are moral principles that govern a person's behavior or the conducting of an activity. And the principles or behavior is formed by the emotions and thoughts a person possesses. Ethically-neutral means working on something without applying ethics on it. A person irrespective of what profession he belongs to, can be ethically neutral only if he does his work without the influence of his emotions and ethics. If he keeps his emotions and ethics aside, then he would do justice with his profession because then he would be doing his job fairly, only then he would be doing his job without forming judgements on something. Yes, science can be ethically-neutral, in fact, it is ethically-neutral because it cannot determine what is right or wrong. It has its applications on everything and everybody the same way without creating any emotional or ethical consideration for anything or anyone.
