Epidermal cells secrete thick and waxy layer in cactus. Why?

In xerophytic plants (cactus), epidermal layer secrets a thick and waxy layer called cuticle which is made up of chitin.
This layer closes the stomata and prevents water loss by transpiration process (water-resistant layer). As cactus plant lives in water-deficit area such thick and waxy cutile is seen.
