What is the difference between activated complex and unstable intermediate ?

An unstable intermediate is an actual chemical species. It has nromal bond orders. It may be stabilised under the different reaction conditions. Activated complex is postulated species ,which has maximum energy during the conversion from reactants to products. No watter which way the bond lengths and bond strengths vary , stabilisation does not results .
