I. Follows: Encouraging people (not forcing them) to share vehicles (among people of work places) is totally relevant and practical. With minimal effort good response from the people can be expected, which would result in lesser traffic.
II. Doesn.t Follow: It is an extreme course of action. "Heavy" taxes are not justified. It would not be a practical and feasible decision of making the product available and then imposing higher taxes on them.
