I. Weak: It is an opinion as, why the shuffling of ministers would be healthy is not explained. It is not generally accepted. II. Weak: It is an opinion that the ministers should not be changed for an entire span of five years, because they have to learn their job alongside, which may take long time. It is vague as the council of ministers are appointed and elected keeping in mind that whatever job or sector they are given, they would start the work immediately. That is why, they are ministers.
