Scandium is a transition element. But Zinc is not. Why ?

The atom of Sc has one unpaired d-electron. So it is a transition element. The electronic configuration of Zn is `(Z = 30) 1s^(2) 2s^(2) 2p^(6) 3s^(2) 3p^(6) 3d^(10) 4s^(2)`.
The common oxidation state of Zn is + 2.
The electronic configuration of `Zn^(++) " is " 1s^(2) 2s^(2) 2p^(6) 3s^(2) 3p^(6) 3d^(10)`.
As neither Zn nor `Zn^(++)` have partly filled 3d orbitals, Zinc is not considered as transition element.
