If a dielectric medium is partially filled between the charges.
`F =1/(4piepsilon_0).(Q_1Q_2)/((r-t+tsqrtk)^2)`
For conductor -
Dielectric constant k `rarroo`
Effective separation `= (r-t+t sqrtk) rarroo` , hence F = 0
Note: Effective air separation between them becomes infinite, so force becomes zero.
