Because oxygen is more electronegative than carbon atom so the `sigma` - electrons are towards oxygen atom. The co-ordinated covalent `pi`- bond has `pi`- electrons which are donated by oxygen to carbon atom. So there is a drift of `pi - electrons from O to C.
