Freezing point is the temperature at which the liquid and the solid form of the same substance are in equilibrium and hence have the same vapour pressure. Due to lower vapour pressure of the solution, solid form of a solution separates out at a lower temperature. The decrease is called depression in freezing point. When solid is the solute, it is solvent that freezes. Hence in the given question water will be separated out first.
