`E = lambda/(2piepsilon r)`
`rArr dV = -lambda/(2piepsilonr) dr`
Current through an elemental shell,

`I = (|dV|)/(dR) =(lambda/(2piepsilonr)dr)/(1/sigma xx (dr)/(2pirl)) = (lambdasigmal)/epsilon`
This current is radially outwards so,
`d/(dt)(lambdal) =(-lambdasigmal)/epsilon rArr (dlambda)/lambda =-(sigma/epsilon)dt`
