As per NCERT Phloem fibres (Bast fibres) are generally absent in Primary phloem and present in Sec- ondary phloem. Other textbooks of Plant Anatomy also say that Phloem fibres are absent or fewer in primary phloem and abundant in secondary phloem. Xylem fi- bres (Wood fibres) are present both in Primary and Secondary Xylem.
Other textbooks of anatomy also say that leaf vas- cular bundles have fibres. Thus the best option is (c) Primary phloem
