Phellogen (Cork Cambium) cuts off cells on outer and inner side (i e cells divide in a tangential plane), this is periclinal division. Protoderm may divide pericinally to from multiseriate epidemis . Epidermis is usually uniseriate which is formed by anticlinal division of Protoderm . Thus protoderm is the best option
