In this case, we can set `V=0` at any point the hollow sphere. Let us select a points P a distance r fom the centre, were `R_2ltrltR_3`. So,
`V_P=0`
`:. 1/(4piepsilon_0)[q/r-q/r+q'/R_3]=0`
`:. q'=0`
i.e. in this case also there will be no charge the outer surface of the hollow sphere.
