Let `+q` charge rotates in the loop in clockwise direction for achieving equilbrium state. In final steady state, charge t eh capacitors will be as shown below

`(CV-q/c)+((4CV-q)/(2C))+((9CV-q)/(3C))`
`+((16CV-q)/(4C))=0`
or `q=4.8CV=24/5CV`
`Now V_1=V-q/C=V-24/5V=-19/5V`
