On what basis and how will you determine whether air is saturated with vapour or not?

1.Relative humidity determines whether the air is saturated with water vapour or not.
2. If the relative humidity is 100%, then the air is saturated with water vapour.
3. If the relative humidity is more than 60% we feel that the air is humid.
4. If the relative humidity is less than 60%, we feel that the air is dry.
