(a) a body with a constant acceleration but with zero velocity.
(b) an object moving in a certain direction with an acceleration in the perpendicular direction.

(a) A body with a constant acceleration but with zero velocity is possible. For example, when a body is just released, its initial vel. `u = 0`, but acceleration `a = g = 10 m//s^(2)`.
(b) This situation is possible. For example, when a body is moving unifromly in a circle, it has centripetual acceleration directed towards the centre of the circle. The velocity at any instant is along the tangent to the circle at that instant and acceleration is along the radius of the circle perpendicular to the tangent.
