Why snow is better heat insulator than ice?

When atmospheric temperature falls below `0^(@)C` the water vapour present in the atmosphere freezed directly in the form of minute particles of ice. These particles combine together form a cotton like shape called snow. This snow contains large number of air pockets which prevent the heat flow through it by convection process. ice is a solid form of water, does not enclose pockets of air. Hence, snow acts a good heat insulator than ice.
