Why is vinyl chloride less reactive than ethyl chloride ?

Vinyl chloride can be regarded as a resonance hybrid of the following two structures.

As a result, C-Cl bond in vinyl chloride has some double bond character and hence more difficult to break than the C-Cl bond in ethyl chloride which has pure single bond character.
