Under the action of two forces if the body is accelerating, it mean net force is acting on body and it can never attain a constant velocity or speed. [Provided initial velocity is eithr zero or its direction is same as that of acceleration.]
If the two force are equal then for the present situation they can't act along the same line, but if forces are unequal then they may act along the same line.
