Is it possible to charge a capacitor to any high potential at will?

It is not possible to charge a capacitor to any high potential at will. Because, as the potetial applied to it becomes high enough, the insulation of the intervening medium breaks down. So, electric discharge takes place between the capacitor and the intervening medium and also between the two plates.
