Why does Dalton's atomic theory fall to explain gay-lussac's law of gaseous volumes?

Dalton's atomic theory could not explain gay-lussac's law of chemical combination of gaseous substances in terms of their volumes. This is due to the fact that Dalton did not make any distinction between the smallest particle of an element (atom) and that of a compound (molecule).
