Why is the number of degrees of freedom for rotatory motion taken as two diatomic gases?

The moment d of inertia about an axis passing through the axis of rotation wil be zero. However moment of inertia about the order two perpendicular axes will not be zero. Hence number of degrees of freedom motion of the stysyem of atoms is taken as two.
