Dipole moment of vinyl chloride `(CH_(2) = CHCI)` is less than the dipole moment of ethyl chloride `(CH_(3)CH_(2)CI)` - explain.

In vinyl chloride, the moment caused by the -I effect of CI - atom `(mu_(sigma))` is parially neutralised by the moment caused by its + R effect `(mu_(pi))` . As a result, the value of net moment of vinyl chloride decreases and it is lower than that of ethyl chloride in which only the stronger -I effect of chloride operates.
